Unless you are buying from an authorized retailer, then all watches are complete with the correct paperwork / card as they will most likely be new, however although its unlikely a card or certificate is miss-matched at the branch, its always better to check at the point of sale as mistakes do happen.
The wrong card or certificate can cause issues later on or affect the resale value when you come to sell the watch on.

Lists have been compiled and are available at various places on the net, and these lists are compiled by noting serial numbers and their first time seen on the market, or by their sales invoices matched to specific serials, and by word of mouth.. Rolex has not released their production numbers, or their serial numbers either for what ever reason.And all any of these can give us is a rough indication when the case/clasp was stamped and not always when a watch was made.
